Flight testing aircraft is very hazardous with the potential for loss of aircraft and life. Testing should only be performed by qualified test pilots with support from qualified flight test engineers.
BACKGROUND
The SFTE Technical Council has gone digital with regards to the Technology Notebook. At the TC meeting in Orlando on 17 August 1997, a demonstration was presented as to several options for developing the TN capitalizing on PC technology. The TC selected the InterNet approach to presenting the document, hence, WebTN.
The TN has been "under development" since 1988 in a paper format but with limited success. The WebTN approach has many advantages over the previous efforts. The ease of development and distribution are primary. The use of Email for receiving articles/files from the membership will be useful although not essential.
The WebTN will initially present off-the-shelf, public domain type information directed to providing the NEWER FLIGHT TEST ENGINEER with exposure on the test requirement, analysis methods and procedures on the many disciplines of flight testing. Selected symposium papers that reflect the WebTN premise will be included.
Plan
The TC selected Clay Houston, a SFTE Fellow, as the initial WebTN Editor. The Editor will receive information from the world, edit and format such into a compatible form and provide the results to peer reviewer(s) selected by the TC Chairman. Upon TC acceptance, the HTML file will be provided to the "sfte.org" WebPage Editor for member access under the "Technical Council" sub-site.
Papers and articles will be accepted form both members and non-members. In submitting the information, both Email FTP files and paper forms will be accepted. All information are subject to editing and SFTE TC peer approval.
Al Lawless, the TC Chairman did a peer review of the WebTN with Clay Houston modifying it accordingly. Todd Winters took over the task to incorporate such into the SFTE's website new format with only minor modifications. A copy of the original, approve WebTN remained on Clay's family website for backup. It is the copy that has been converted to the Texas A&M colors for potential use by their Engineering Flight Test students.
The initial WebTN will have some information from the demonstration and existing symposiums papers and may not reflect information from the members, but, future updates must, must have input from the world to put the WebTN at a level of information that the newer flight test engineer will find useful. The various chapter officers will be reminded often to suggest to the members and non-members to submit a package for posterity.
